Registered lease for Malta Residency Programmes

A registered lease is required for most Malta residency programmes. Which lease you need in 2026, and what the Housing Authority expects.

By Adriana Chircop

Which lease do you need in 2026?

A registered lease is a key requirement for many Malta residency programmes. Investors, remote professionals, entrepreneurs, retirees and international families often need a Housing Authority registered lease when applying for residency permits and other immigration programmes.

In most cases, applicants must secure a rental property and register the lease with the Maltese Housing Authority.

At MaltaDesks, we provide Housing Authority registered lease agreements designed specifically to support residency and permit applications.

Why a registered lease matters

A registered lease demonstrates that:

  • You have suitable accommodation in Malta.
  • Your lease agreement is legally valid.
  • The Housing Authority has registered the lease.
  • Authorities can use the address for official correspondence and administrative purposes.

Failure to provide compliant accommodation documentation may result in delays or complications during the application process.

Applicants must therefore provide a long-term rental agreement registered with the Housing Authority. In some cases, authorities may also require a lease attestation form.

Malta Nomad Residence Permit

Nomad Residence Permit applicants must provide a Housing Authority registered lease agreement to demonstrate suitable accommodation in Malta. In most cases, a registered room lease is sufficient.

Malta Start-Up Residence Programme (MSRP)

Applicants under the Malta Start-Up Residence Programme must provide evidence of suitable accommodation through a Housing Authority compliant lease agreement, approved by the Housing Authority.

Malta Family Office Residence Pathway

Individuals relocating to Malta under family office structures must provide a Housing Authority compliant lease as proof of suitable accommodation, approved by the Housing Authority.

Single Permit, Key Employee Initiative (KEI) and Specialist Employee Initiative (SEI)

Individuals relocating to Malta must demonstrate suitable accommodation through a Housing Authority registered lease, approved by the Housing Authority.

Malta Permanent Residence Programme (MPRP)

Applicants under the Malta Permanent Residence Programme must lease a qualifying property with a minimum annual rental value of €14,000. The lease must be maintained for a minimum period of five years.

Global Residence Programme (GRP)

Applicants must rent a qualifying property with a minimum annual rental value of €9,600 in Malta, or €8,750 in Gozo or Southern Malta.

Malta Retirement Programme (MRP)

Applicants must satisfy the same minimum rental thresholds that apply to the Global Residence Programme.

Landlord obligations

Under Maltese law, landlords are generally required to register residential leases with the Housing Authority within 30 days of signing.

Accommodation must also comply with applicable occupancy requirements, including limits on the number of occupants permitted within a property.
