Economic Self-Sufficiency Residence Permit

The Economic Self-Sufficiency Residence Permit is the route for EU, EEA and Swiss nationals who want to live in Malta for longer than three months and can support themselves financially without relying on social assistance.

Accommodation in Malta

Applicants must provide evidence of suitable accommodation in Malta or Gozo as part of the residence application. Accommodation may be rented or owned — but where you are renting a property or room, the lease must comply with the applicable Maltese rental and registration requirements.

MaltaDesks provides registered accommodation and lease agreements suitable for residence permit applications, subject to availability.

Working or setting up a business

EU, EEA and Swiss nationals benefit from EU free-movement rights and may generally take up employment or establish a business in Malta, subject to the applicable registration, tax, social security and regulatory requirements. If you intend to work or trade here, make sure the appropriate registrations are completed with the relevant Maltese authorities.

Tax residence

Obtaining a Maltese residence card does not, by itself, determine your tax position. Tax treatment depends on your residence and domicile status, the source of your income, and whether foreign income is remitted to Malta.

This page is general information, not tax or legal advice. Requirements change — confirm current details with Identità, and take professional advice on your own tax position.

Common questions

Do I need to register if I am only staying a few months?

EU, EEA and Swiss nationals can generally enter and stay in Malta for up to three months with a valid identity card or passport. If you intend to remain longer, you must meet the applicable residence conditions and register your residence in Malta.

Can I rent rather than buy accommodation?

Yes. Accommodation may be rented or owned. Where you are renting a property or room, the lease must comply with Maltese rental and registration requirements — which is exactly what our registered leases are for.

Does a residence card make me tax resident in Malta?

Not by itself. Tax treatment depends on several factors, including your residence and domicile status, the source of your income, and whether foreign income is remitted to Malta. Anyone who becomes tax resident in Malta should take professional tax advice on their particular circumstances.

What documents will Identità ask for?

The precise documentation depends on your circumstances, and Identità may request additional documents while processing the application. The list above covers what applicants should generally expect to provide.
